Bellrock Group has been appointed to support Wakefield Council with a new “Integrator” Facilities Management model, as it moves away from traditional FM outsourcing towards a data-led and outcomes–focused partnership.
The three-year contract began on 1 April and a phased transformation programme is underway.
Bellrock’s Intelligent Asset Care division will provide Integrator services to the Council’s Hard FM delivery across approximately 1,600 properties. As the Integrator, Bellrock will provide the technological framework, property expertise and independent oversight to manage in house delivery and third-party suppliers. Bellrock will work as an extension of the Wakefield Council team to optimise FM performance, and, through enhanced data, will drive understanding and performance of the buildings.

The transformation is underpinned by Bellrock’s proprietary technology and consulting expertise:
- Digital Integration: The deployment of Concerto, a Single State SaaS platform, will provide a single source of truth for the entire estate’s FM delivery.
- Asset Intelligence: Bellrock’s in-house team are completing Asset and Fabric Condition Surveys across the portfolio to establish a clear baseline to work from.
- Symphony Model: Bellrock will deploy its Symphony management model at the Council’s flagship corporate building, Wakefield One, with plans for a phased rollout.
- Smart Workspace: The Wiggledesk platform will be implemented to manage 35 meeting rooms, optimising workspace utilisation.
A core component of the partnership involves Bellrock designing a future-state FM model for the Council. This includes running the procurement process for future service providers, helping the Council to benefit from a competitive, technically proficient and resilient supply chain.
