Property and facilities management services specialist, Bellrock, has announced a partnership with the Association for Public Service Excellence (APSE) to support councils as they navigate the structural and funding shifts of Local Government Reorganisation (LGR).
APSE member authorities can now discover Concerto, Bellrock’s cloud-based Integrated Workplace Management System, which offers councils a single source of data across their estates.
Bellrock has significant experience in local council transitions. It delivered three PFI handbacks in 2025, has run NHS estates at 98 per cent statutory compliance, and manages 22 active PFI contracts to DfE-recognised maintenance standards.
Cambridgeshire County Council uses Concerto as its go-to platform for managing a large and diverse portfolio. Other Bellrock clients include Wakefield Council, Runnymede Borough Council and London Fire Brigade.
